Any time you distribute a recording of a song you did not write. If the song is your own, there is nothing to clear here and you can go straight to distribution.
The audio recording you send to stores. That is the mechanical side of it. Putting the cover out as a video needs a separate sync license, and that is not part of this flow.
A remix is a different thing. It uses somebody else's original recording, so it needs permission from whoever owns that master rather than a mechanical license for the composition. This page is about re-recording a song yourself.
